Tomoe operates on a morally grey compass; each decision beneficial to the fatherland. She acts on logic rather than emotion, making her an ideal leader. Notably a pacifist at heart. Tomoe avoids conflict, but will carry out extreme prejudice if compelled to. She's undeniably mercurial in terms of behavior, selfless and kind hearted on the surface yet often switches to a more blackhearted persona on a whim. Her high spirited facade minimizes intimidation, thus allowing a smooth sail for political encounters. Often, she uses honorifics when addressing everyone, no matter their social status. Albeit, will often warn others to not take her kind gestures, and soft outward demeanor lightly. She's a firm believer in peace and she puts her people before anyone else, despite her unpopularity. She's rather astute, showcasing the ability to accurately assess individuals, making her an effective interrogator; though it could simply be a testament of how wise Tomoe is.

Her strict stance on isolationism and militaristic focus has garnered her the aforementioned unpopularity amongst her people. Commonly misjudged as a paranoid individual. Unlike the other kages, she's not much of a celebrity; infamous in fact. She rules with an iron-first, and her word is absolute. Never is she hesitant in punishing those who oppose her rule. Finally, Tomoe due to habit commonly refers to herself as: お嬢様,Ojō-sama("Lady") In a boastful, superior manner. However this quip is often used while in the presence of opposition. Confirming that there's a hint a conceitedness in her persona. Befitting to her alias amongst shinobi.

She famous for the potency of her illusionary techniques, which give her an obvious advantage over those whom do not specialize in that field; If all fails, the Tsuchikage happily takes advantage of her chakra pool. She utilizes her wit in battle as well, as she's quite intelligent.
